This Amendment supplements the University St. Augustine's Website Prospectus (Draft 5.12) with updated institutional records, formal acknowledgments, and evidentiary documentation confirming the university's HBCU standing, federal authority, and community development legacy.
The following sections amend and supplement the original Website Prospectus with updated institutional records and formal acknowledgments.
Authority: Reagan Library / NARA
Formal acknowledgments from First Lady Nancy Reagan and The Honorable General Colin Powell are incorporated as primary evidentiary records confirming the HBCU validity and institutional standing of University St. Augustine's. These acknowledgments supplement the original Reagan Library confirmation of September 27, 2018.
Authority: U.S. Department of Defense
The U.S. Department of Defense partnership is updated to reflect the continued stewardship of Secretary General Lloyd Austin. Engineering assignments under this partnership resulted in the construction of 85 model affordable housing units in Detroit incorporating renewable energy configurations and commercial value protections through the St. Augustine's Community Development Corporation.

The designation of the Historic Old Wayne County Building as "America's Civil Rights Capital" by the Late Honorable Congressman John Conyers is formally documented as a permanent institutional record. The building serves as the anchor for the university's diplomatic studies and international consulate network under United Nations Ambassadors Emeritus.

The institutional record of Dr. Rosa Parks as a Resident Research Scholar within the university's science institutes is formally preserved. Dr. Parks received an Honorary Ph.D. from the university's governance. The Rosa Parks Institute — co-endorsed by Congressman John Conyers and Judge Damon Keith — is documented as a permanent faculty of Caroline Education Community International PSA and Carolina's Early College.

The Broadband Technology Opportunities Program (BTOP) Public Computer Centers in Flint, Hamtramck, and Highland Park are formally documented as active extensions of the university's 1890 Morrill Land-Grant mandate. These centers provide broadband access, digital literacy, and workforce development resources to underserved urban communities in compliance with the USDA Implementation Plan of January 15, 1985.

HBCU Acknowledgment — Reagan Administration
